What do you mean by "not correctly loaded"? You can't enter a directory, open a file or names aren't correctly displayed? For things to work properly you should use UTF-8 locale and appropriate font in your terminal. It wasn't really tested with non-Unicode locales and might have some issues there.

Here is a screenshot of Chinese files and folders are rendered properly in vifm. As @xiazek mentioned, it can be a system locale issue.

The screenshot is taken on a Windows 10 machine, with system locale set as the following. The terminal emulator is wsltty and the WSL distro is Pengwin. I find vifm to render files and folders with Chinese characters just fine when SSH-ing into a remote Linux machine as well.
